Unable to run on modern Linux machine

Dear Sir , I am sorry to bother you but I am unable to run this app on windows , And I would like to run it on Linux and I can't get the app to run with python at all. ( not even 2.8 nor 3.11 ) if you could update the app. Thanks in advance
