Rearm and restart the system
open command prompt as administrator and execute:
cscript /nologo %windir%\system32\slmgr.vbs /rearm
then try KMS_VL_ALL again
if that didn't work, rebuild tokens.dat:

After rearming, I got a different error where it just said "Failed", and a hexidecimal number in parentheses (Unfortunately, I forgot to note it down).
After rebuilding tokens.dat, it just went to saying "Remain Period failed to increase.", and rearming again didn't recreate the alternate response.
