add cli command for extraction of vocabularies and dcs from a list of models.

I wanted to extract decorators and vocabularies from model files

Expected Behaviour

When I use CLI commands and provide a data-model .cto file it should be able to extract and provide the new data-model along with decorators and vocabularies.

Add support for applying decorator set with CLI commands on a data-model

I wanted to apply decorator set config file on a data-model by using CLI commands.

Expected Behavior

When I use CLI commands and provide the decorator set config file and a data-model .cto file it should be able to apply and provide the new data-model

fix(readme): We already have documentations for all the commands.

Context

We already have documentation of commands at concerto-docs. we could just link it in readme.

Developer should have to update the documentation only a single place

We have documentations at concerto-docs as well as readme.

Update the readme to link to concerto-docs.
