Seems like a recurrence of #169
Given that was caused by the custom Event Dispatcher, this seems most likely to be a regression introduced by #172
However, even commenting out the setDispatcher call in Kernel.php the error still occurs. So I'm a little stumped.

Oh I see. Our error reporting hack is suppressing a value error that points to the telemetry classes loaded after the command runs via CommandBase to be the culprit.
