Prior to partner preview release we need a release process for the targz packages to consume. Should we create releases here in this repo with those binaries? Of course when public we will publish to npm but I think this has two phases

Open to GPR but we need to think through how that would be consumed

I think all you have to do is add @actions:registry=https://npm.pkg.github.com/ to your npmrc to consume from GPR.
