The first question is how to identify each user. One possibility would be to use proxy authentication, but that would require each client being configured to send credentials to the proxy. If that's feasible, then you should be able to check the logged-in user for each request and then implement either request or response filters according to the logged-in user.

Otherwise, some separate scheme based on client IP addresses could be a possibility, again potentially using request and response filters.

So I'd need to know a little more about the deployment scenario.

This issue is pretty ancient, so I feel fairly confident closing it. Despite being over 4 years old, the solutions Adam outlined still sound like the right approach.
