In Firefox 60 and newer you need to remove this domain from extensions.webextensions.restrictedDomains in about:config.

Seems that the cosmetic rules do not apply to this site, even addons.mozilla.org##body does not work.
I don't see any exceptions for this site.
I don't see the same issue on Chrome, only on Firefox with our extension.
