adding initial scripts to oracle for creating database

Initialization scripts
If you would like to perform additional initialization of the database running in a container, you can add one or more *.sql, *.sql.gz, *.sql.zip or *.sh files under /container-entrypoint-initdb.d (creating the directory if necessary). After the database setup is completed, these files will be executed automatically in alphabetical order.

Adding migration to new changes in oracle

1. default user should not ability of DDL (it should only have DML Ins/Upd/Del )
2. With every pull new changes from remote repo the changes comes in new sorted (versioned) files it should be applied in the next restart/stop-up
