For that block to be executed it means that ActiveRecord is loaded, or at least it's Railtie is loaded, I think. Are you including the AR gem in your Gemfile? or better still, is it listed in your Gemfile.lock?

I do have it listed in my Gemfile.lock, but then so does a Gemfile.lock newly generated from a

rails new sample_app --skip-active-record

I do not require the ActiveRecord Railtie in my application.rb

require 'action_mailer/railtie'
require 'active_resource/railtie'

Might be missing something but not sure what.

Not sure why the AR Railtie is loaded. After looking at the AR Railtie again, it always wraps things in the on_load even in the initializer blocks.

I will revert this.
