The default read-consistency-level is "one" from the client and the default override is "off" on the server. This means that the server will not resolve reads against partitions that possibly contain record copies that the local partition doesn't have.

That said, there are other ways to arrive at this sort of issue is in AP (consider network partitions). If you need consistency in these scenarios, then you should investigate our strong-consistency mode.
