Create test for Shire of Denmark WA about bdi-abm-integration

Attached are a couple of views of the network. The colors indicate free speeds on roads in increasing order of speed from red to yellow to blue.

Since 35043cc there is now a new test that simulates the evacuation of 1000 vehicles from Denmark town area to Albany.
