Update congestion behaviour to include parameter that controls how many people replan about bdi-abm-integration

A note on this: even with a relatively small population (~500 agents), congestion becomes very costly when there is a disruption to the network which concentrates congestion (i.e. a blockage). Runtime goes from ~1 minute to 10-15 minutes or longer depending on parameters. See Anglesea12kTestSample.

Have made some adjustments to Anglesea12kTestSample including moving it to a separate dir, removing messaging (to simplify the test), relocting the blockage to a more interesting location, and adjusting the congestion parameter. Runs to completion in ~1 minute.

Also noticed an issue with re-routing that I will raise a separate ticket for.
