Inference should check fact-store before sending ElasticAlert notifications about log-anomaly-detector

I think a good design for the fact-store is probably to include a bloom filter #72 . Which will give us 2 benefits:

1. It lets us have a way to check for duplicates.
2. The inference step can query it over rest or grpc to check if anomaly has been seen before.

So whats included in this git issue/pr:

• Including an env var in config.py which the log-anomaly-detector inference step can interact with fact-store.
• Add endpoint that the log-anomaly-inference can request data on if this is a false anomaly which was previously reported. And also record the score and the anomaly message.
