How the situation goes?
I've installed BitNami Redmine Stack on my Windows, and it seems works fine....

Please let me know if you have installed some other plugins.

You can find plugins information with using "ruby script/about" command like this:

C:\Program Files\BitNami Redmine Stack\apps\redmine\htdocs>ruby script/about RAILS_ENV=production

Environment:
Redmine version 2.0.3.stable
Ruby version 1.8.7 (i386-mingw32)
Rails version 3.2.6
Environment production
Database adapter MySQL
Redmine plugins:

redmine_banner 0.0.7

For Redmine2.0.x, redmine_banner version 0.0.7 is required, and plugin migration is also required.

Another question, does it possible to show the banner over the top-most menu (which contains links: Home, Projects, Help, etc.) ??

Banner for site wide is now implemented via Redmine's hook function, and there is no hook point over the top-most menu.
But maybe showing banner over the top-most menu is enable with javascript, because banner just after top-menu is also rendering by javascript. (I wonder look & feel is nice or not.)

Please tell me the reason why you hope this feature if you don't mind.
