i8n language packs should be organized by subfolder for each language rather than key inside of an object

This is a common practice rather than storing them as a key inside of a JSON file.

chokidar requirement from nunjucks requests fs.watch access

This is requested even when system is not requesting watch using watch: true inside of nunjucks as watch is off by default:

This crashes on docker where file watch may not be available:
