通配符，意味着命名空间下所有的资源。
如果不加* ，那么意味是操作命名空间本身，而不是命名空间下所有资源

所以*:* 是看作是一个整体吗，而不是类似这种含义：前一个 * 代表命名空间下下资源通配， 后一个 * 代表某个资源的操作权限通配。

这个*应该只是资源的内容，操作权限是action的rw。
