I was able to get this working via a different process than the docs say. I started from https://www.makeuseof.com/scanning-qr-codes-with-esp32-cam/. I followed the instructions to download the zip file from here. I created an empty platformio project. Then I put everything in the src folder instead of making it a library. I used these steps ...

  1. Moved the include files into the src folder.
  2. Moved basic.ino into the src folder and renamed it to main.cpp.
  3. moved the quirc folder into the src folder
  4. moved the openmv folder into the quirc folder.
  5. I put lib_deps = espressif/esp32-camera@^2.0.4 in platformio.ini

I hope this helps someone else who gets stuck trying to use this repo as a library like I did.

EDIT: I also included "arduino.h" in every cpp file.
