Have you created such directory ? /home/user/.vim_runtime ?

That's kinda the point. The install script should check for it and create
it if its not there...

The clone target should be considered variable -
Adding a simple check eliminates an avoidable chance of error.

Yes, after hunting around I did realize you specify a clone target
