Make sure
class EmployeeDepartment
has_many :tickets
has_many :states, through: :tickets
end
An alternative approach is:
EmployeeDepartment.all.map{|dept| dept.states.count }

I tried one of them ,the pie chart is showing the number of tickets for each department
