Did you try compiling with cygwin? cygwin-devel [0] has termios.h in the package.

I also checked the compilation on Midipix (the faster Cygwin alternative). It builds just fine:

Only that running the Midipix programs requires the MinTTY terminal emulator that's included in the Midipix build:

I posted about @midipix just because I think it's a future of building and running *nix apps on Windows machines.
Feels like just another (musl-based) Linux distro.
