Could be an Ionic specific problem because of its webview, which loads pages from localhost:8080 (not sure if Cordova does that by itself as well)
Have you tried asking at https://forum.ionicframework.com/?
What platform?
Who turns the URL from "assets/resources/some-page.html" to "http://localhost:8080/assets/resources/some-page.html"
Can you load the same page in the main webview with a normal link?
Can you reproduce the problem on a pure Cordova app created with cordova create?

The problem is with the new version of the "cordova-plugin-ionic-webview" plugin. Try downgrading by running :
cordova plugin rm cordova-plugin-ionic-webview
cordova plugin add [email protected]
from cordova-plugin-inappbrowser.
