Looks like it's because the whole 'app' is missing, which is allowed according to the spec. Might not be an issue for docker2aci...

FWIW not that long ago we explicitly changed to support this behaviour
because people were expecting to be able to run Docker images that do not
have entry points, and supply them on the command line.
