I figured out that UseMetrics() needs to appear after ConfigureWebHostDefaults() like shown below. I can now see global tags.

Program.cs:

public static IHostBuilder CreateHostBuilder(string[] args) =>
   Host.CreateDefaultBuilder(args)
       .ConfigureWebHostDefaults(webBuilder =>
       {
           webBuilder.UseStartup<Startup>();
       })
       .UseMetrics(options => // <-- must appear after ConfigureWebHostDefaults above or will not see global tags
       {
           options.EndpointOptions = endpointOptions =>
           {
               endpointOptions.MetricsTextEndpointOutputFormatter = new MetricsPrometheusTextOutputFormatter();
               endpointOptions.MetricsEndpointOutputFormatter = new MetricsPrometheusProtobufOutputFormatter();
               endpointOptions.EnvironmentInfoEndpointEnabled = false;
           };
       });
