Using bare mode combined with operationHeaders yields the expected behavior.

Config should look something like this:

sources:
  - name: filter-header-param-example
    handler:
      openapi:
        source: http://localhost:3000/openapi
        endpoint: http://localhost:3000/
        operationHeaders:
          Accept-Language: "{context.headers['accept-language']}"
    transforms:
      - filterSchema:
          mode: bare
          filters:
            - Query.*.!Accept_Language #filter the Accept-Language param
