A relevant Debian bug seems to be http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=676819
I'll investigate the PolicyKit configuration.

I have encountered this issue on my pi under squeeze too, in the event that more than one virtual console has been used (ctrl-alt-f2). I suspect that this behaviour is by design, the theory being that if a user has enough savvy to use a second virtual console, they will be savvy enough to log out and then run halt or reboot from the command line.
Steps to reproduce:
Log in on default console
Press ctrl-alt-F2
Log in again
Return to original console (ctrl-alt-F1)
startx
