As far as I know only at maxplayers. We run a 28 player server (a different TF2 community to the OP) and if it happens the server browser shows 27/28 even though there's 28 players in game. We've been hitting the issue once or twice a week.
If it is of any help here's how it's typically triggered:
- Server full: 28/28
- Multiple players are waiting to join and typically use a combination of multiple 'auto-join' windows and repeatedly typing
connect <ip>
in console. - One player in-game disconnects
- One of the waiting players joins but server browser reports 27/28.
- Attempting to join reports 'Server full'.
Same here, this issue was happening before x64 update in my server too.
Can confirm we were hitting this prior to the x64 update too, since at least StAC v6.0.4.
The problem went away once the connect extension was removed and StAC recompiled to no longer require it.

When we were running the ext, it only occurred once max players was hit, never before.
