Hi,
the strict version requirement is a known problem and we're working on that.
Besides that, the problem is not that a specific version of sklearn is required, but a special version of scipy. Try installing numpy
first, then scipy==0.14.1
, then sklearn==0.15.2
, and then the rest.

But it should be scipy==0.14.0
I guess due to the error message?:)
Anyways, just for the record, here is how it worked for me inside a virtualenv:
pip install numpy==1.9.0
pip install scipy==0.14.0
pip install scikit-learn==0.15.2
pip install git+https://github.com/mfeurer/HPOlibConfigSpace#egg=HPOlibConfigSpace0.1dev
