For the current signature, if the scenario entity is not provided, the callback will be applied to all scenarios. What should be the behavior when we merge two entities inside one function?

Another note is that we can create a function without type annotation, so we cannot rely on that to know if the callback is for scenario or pipeline.

We cannot merge the two subscribe methods because we cannot ensure the type of the callback at runtime.
