For reference the error returned in CloudFront was
ERROR Validation error: The Lambda function returned an invalid entry in the headers object, the value of each header value must be of string or array of string type, header :cookieSettings has one or more entries whose value is neither string nor array of strings.

Don't worry, I've just seen in the SAM template.yaml that it's only passing headers :)
