Actually I build this library step by step when I need a new feature :-) I've had no need to use the CheckOutFile so far (the CheckIn is useful when you create a new file and need to check it in).
Usually the user will check out the file when he opens it. I don't see a situation where we'll need to use JavaScript to check out a file without opening it... ?? But if you know some good situations where the checkout is required then I'll be pleased to know them !
So, as a workaround for now, you can use http://spservices.codeplex.com/wikipage?title=CheckOutFile&referringTitle=Lists to check out a file.
