The discord api supports checking what permission nodes a user has in a certain server. We should add an easy way for commands to check this, similar to how we can require bot-side permissions. Ideally this should be done through decorators.

Fix when?

Dunnos (responses given to unknown commands) currently uses its own json. It should be integrated into the phrasebank, and be modifiable using phrases.addPhrase.

booru.py needs an improved tag blacklist, ideally of flexible length so that we don't need to worry about exceeding the maximum number of tags per search.

Please I want to add pretty colors to them.

While connected to voice, the bot's icon lights up as if it's transmitting audio, even when it isn't. Fix plz.

Currently a function in photos.py exists to take an image url, pass it to waifu2x, and retrieve the url of the hugeified image. This needs to be integrated into a command.

**kwargs are the devil and must be destroyed. They're no longer necessary and should be removed from the event stack.

Bot uses ! to indicate the start of all other commands, it should do the same for plot, which current;y uses @ mentions
