Get-AzSKARMTemplateSecurityStatus hangs when receives a bad ARM template as an input for scan about devopskit

While I understand not being able to support everything right away, any way to make it crash or error out when it gets something it doesn't like? hanging forever makes it hard for us to do any kind of automated workflow with this

Before passing the ARM template to the ARMChecker, you can validate whether the template has any kind of circular dependencies using the command: Test-AzureRmDeployment. This will act like a filter before the automated workflow starts.

@avi1479 The etension behavior is undefined when the ARM template is not well-formed. Currently, we are only supporting ARM templates which get generated when we download them from Azure portal.
