It does not seem to be an issue in the newest version of Atom, (1.35.1) on Win 10 x64 for me.

I just started to get the same error.
I had it installed from about 2 years ago, just accidentally changed a file in the package and couldn't get it back. Uninstalled it and reinstalled it and just got the same message. Newer Atom version different OS, same issues.
Atom Version: .1.34.0
Electron Version: 2.0.16
System: Windows 10 x64
Chrome: 61.0.3163.100
Node: 8.9.3
