Integrate and Clean up 4e files about pcgen

Reviewing 4e, I've been wrestling with some ideas on how to clean this up to make a uniform experience. Judging from the class system, everything is gained at the exact same levels, only your selections are different. I think a single ability or template for all the PC gained items is in order, and then make the abilities based off a simple PRECLASS. Thoughts mates?

Greetings, don't use 4E, but would an Ability pool cover it?

Files cleaned up for Player's Handbook, loads without errors. Hopefully someone that is playing 4e will give the set a run through the ringer and report issues and errors.
