Can you try using http-get... syntax when waiting on the URL - your dev server might respond only to HTTP GET requests and not to HEAD or OPTIONS https://github.com/bahmutov/start-server-and-test#note-for-webpack-dev-server-users

yarn start-test start:local http-get://localhost:3000 'yarn cypress:ci'

same timeout as I got in fist place :/

and during the wait on time app is accessible on https://localhost:3000

well, in that case it is hard to say why it is timing out - can you debug it by running with `DEBUG=*` environment variable?
