I agree. I had snowhouse as a submodule to begin with, but some people got confused. Now, we have a bit of a mess with maintaining snowhouse.

So many people use submodules these days, I don't think anybody gets confused anymore as long as you warn people to clone recursively or update the submodules right there on the README. Should be good to go. Would certainly go a long way to get rid of the duplication.
In the same vein, you should use a submodule for cotire.
