You're correct. The plugin isn't meant for release builds; you should use
proguard just like you would without the plugin for a release.

It's really just there to speed up development cycles; I assumed you'd have
a carefully crafted proguard configuration for release that's pretty
different than the one the plugin uses to reduce just the scala library.

I think the answer is that it depends on your project. You could use the
configuration from the plugin (in
proguard_cache_conf/proguard_postprocessed.conf) and then expand from
there. Take a look at what sbt uses too.
