`(setq solarized-use-variable-pitch nil)` has no effect about solarized-emacs

Check that you set the variable before loading the theme.

I have tried putting the setting on the first line of my init.el, but I still am getting the large fonts.

solarized-use-variable-pitch just decides if the font is fixed or variable pitch. For controlling the size you should use solarized-height-plus-1 (and -2,-3,-4). For instance:

(setq solarized-height-plus-1 1.0)
