New release for Symfony 7 about behat

I think the only blocker right now is just pusblish the new release. As i said in #1454 (comment), in my projects I've updated to 3.x-dev that supports php 8.3 and symfony7.0

@metfan thanks for the answer! I am unfamiliar with the release process, can you describe shortly who can create new release and why is it not done yet, can I contribute anyhow to make it happen faster?

@oskarbarcz A draft release is 3 clicks beyond now. But we should wait until an admin who has the rights to do it arrive. Maybe they have internal processes in order to do this in a realiable way. When an OS project gets that much of user as this, they need to be aware of everything
