cronet 似乎只有h3接口, 没有裸udp协议。

可以理解成google/quiche依赖的chromium大仓里面的类库全部单独在platform文件夹里面实现了一遍，特别是：
- chromium的base库
- chromium的net库

对于裸UDP传输协议，其实要看你需求的场景，只是需求基于UDP之上可靠传输的话有UDT一系列协议，并且也有DTLS可以拥抱TLS安全传输。如果需求不可靠传输，可以直接自定义传输协议：丢包恢复逻辑，flowcontrol逻辑等。
