This is impossible. Docking API is only available for embedded (internal) devtools.

There also some other limitations of connecting devtools remotely. @jaen just recently discovered that "More tools > Inspect devices…" does not list any devices in remote mode.

                | Android emulator. For stock devtools "More tools -> Inspect devices…" properly shows the emulator, but devtools dirac uses (packed into a Chrome extension) show nothing there.

Just a side note. You could use some window management software to achieve similar effect.

For example on Mac, I'm using SizeUp, which allows me to split/align windows using keyboard shortcuts.
