As I see your problem is you run the script not in the project directory. Please, run the following commands:

git clone https://github.com/ed-asriyan/tgs-to-gif.git
cd tgs-to-gif
npm install

After that:

npm start /path/to/your/sticker.tgs

or

npm start /path/to/your/dicrectory/with/stickers

If you have any problems to this, it would be better to open an issue in tgs-to-gif repo with referring this one, because this is not the best place to this discussion.
