Also tried relocating to another directory in path, and to run boot.sh via cygwin bash. Same result.

Thanks for the report! I should have created this issue here when it was reported on the discourse site.
This appears to be a problem with the file locking we're doing here. If you are familiar with Windows programming I'd love to get some feedback on Windows Best Practices fails in that code. We want everything to work in Windows, but I'm afraid at the moment we just don't have the expertise. Any help here would be greatly appreciated :)
