Please link the components of bootstrap you want to add.
If these are action buttons I am unsure if this should be in the scope of a RTE.

Buttons have actions. If you agree with me, that actionsupport is out of scope, close this one.
Buttons for styling is not a feature that seems useful to me.

When I see a button, I want to press it. And I want something to happen on click.
So I think it is not very useful to have the possibility to add buttons, but don't have the possibility to add actions.

I don't sure if I follow you
But seems pretty obvious for me that if I use the editor to create a newsletter, for instance, the one creating it will want to put a primary, big button to call to action

For these I need to create a link with class btn btn-primary and btn-lg with its href and target _blank like a regular link

I don't see the problem with this...
