After thinking about this some more, the pre command will be the first command being executed that is not directly tmux related and will require additions in multiple areas. So instead of changing functionality we already have, I'm going to adjust the current pre command to be pre_window as it will already work as expected.
A new issue will be opened to create the new pre command which will execute before tmux.
