YnAMP compatibility about civ6-capslock

According to @Gedemon, YnAMP has its own balancing & fallback algorithms, and so it is probably fundamentally incompatible with this mod. On further thought, it’s probably a bad idea to use LoadOrder to override plot rules from other mods. Unlike Map Tacks, there is not much of a case for dropping Caps Lock on top of another mod to augment its features. Instead, this mod is likely to either completely replace or break other mods. Therefore, it should use a <Blocks> section to mark incompatibility instead of trying to resolve it with LoadOrder.

Rumor has it that the modinfo dependency mechanism is broken, which might include <Blocks>; if so then it may be necessary to also set LoadOrder to 1. That will let Caps Lock override basic starting plot scripts without breaking YnAMP.
