Support for Python 3.13 about buildbot

Another relevant pull request: #7670. It gets rid of the pipes module, which is removed in Python 3.13 (https://peps.python.org/pep-0594/#pipes).

I've rebased related PR.
So, as given PR is merged, those changes should be included now.
