Scrollbar appears while hovering over tooltip elements about tooltipster

I use chrome. It is hard to reproduce because it is inside a large project.

@louisameline Ok the problem is when you use chrome and the dev console you sometimes get a second scrollbar. I do not know why. When you close the console everything works fine.

For information, Firebug sometimes produces a similar bug in Firefox when it briefly changes the height of the plugin bar to display its icon.
