What exactly do you have in mind for this that can't be done with the URI string constructor method?

Also make sure that what you are looking for isn't already in one of the Apache Commons libraries such as commons-net.

Sure. Yeah this is a simple but powerful function that is especially needed in Pig, where the input to Load/Storefuncs is a URI and the most accepted approach is for environment config information to be in the query string. Commons HTTPClient has a parser for the query string and so does spring. Neither of those dependencies are needed though. It would be nice if Guava had something :-/
