Depends on how much automation we want. Dash has more automation than f. Take a look at https://github.com/rejeep/f.el/blob/master/bin/docs.el.
If we follow the convention that all "public" functions are called epl-NAME and all "private" epl--NAME, then we can make use of load-history. Otherwise we have to put them there manually and simply replace with the documentation string.
I've been thinking about writing a plugin for this, since there are a lot of projects using it.
